摘要：

公民参与是现代政府社会治理中不可回避的重要内容。借用西方的制度途径引导公民参与的方式在我国有明显的"水土不服"。在以公共价值为基础的政府绩效治理理论框架下,从"品清湖综合整治"和"下围村村民议事"实例中获得线索,讨论绩效治理、绩效领导与公民参与之间的关系,证实基于公共价值的协同领导系统——绩效领导更符合我国社会情境的引导公民参与的重要途径。绩效领导作为一个结构性概念,其框架内的价值领导、愿景领导、效率领导相互作用,通过识别需求、整合资源、有效执行形成良好的运作机制,有效帮助提升政府绩效水平。
