摘要：

电力市场中合理的市场价格信号可以激励发电投资、保证发电容量充裕度,对电力市场长期高效、安全稳定的运行有着重要的作用。美国能量市场与辅助服务市场普遍引入了基于备用需求曲线的稀缺定价机制,从而反映电力市场运行中电能量和备用的稀缺信号。对比分析美国纽约州、加州、PJM和德州电力市场区域的稀缺定价机制,包括备用需求曲线的类型、出清方式和结算机制。最后,结合当前国内电力体制改革现状,对我国电力市场发展初期的发电成本回收机制方面提出了可行建议。
