基于中国发明专利数据的专利质量测度研究

摘要：

本文研究了专利质量的内涵和构成,从发明创造质量、文件撰写质量、审查质量和经济质量四个方面构建了专利质量测度指标体系,并实证测度了中国31个省市区和中外7个国家的发明专利的质量,最后提出了提升我国专利质量的政策建议。2011到2012年,我国发明专利质量呈提升趋势,撰写质量、经济质量均有提高,而创造质量有所降低。东部地区各类专利质量总体最好,中部次之,西部最低。在8个主要国家中,中国专利质量最低,只有专利审查质量相对较高。
