全球治理的“东南主义”新范式

摘要：
作者旨在揭开当代全球治理一个日益显化的事实,即新自由主义式的"没有政府治理"是以公民社会为主要路径的全球治理,而且正是这一主要路径导致全球治理制度和规则碎片化并陷入能力不足的困境。通过阐述"没有政府治理"模式的成因及其与新自由主义全球化及其背后治理理念的关系,作者进一步分析了以全球公民社会作为民主化全球治理的路径已经走入了死胡同,指出了当代全球治理面临着全面政治化的趋势。在当今国际权力格局和文化格局发生变化的背景下,金砖国家等南方国家提出的全球治理新倡议及其丰富的实践孕育出的全球治理"东南主义"将成为变革、重建全球治理的新范式。全球治理的"东南主义"致力于应对更为紧迫、更为重要和更为广泛的目标和利益,反对将全球治理"去政治化"或"去权力化",承认和肯定政治性的现实以及权力的重要作用。全球治理东南主义范式的特色是"立"而非"破",即拥有属于自己的全球治理历史叙事和话语以及独有的要素性概念构成的理论体系。
