On the Legal Principle of Different States and Regions of the International Community——From the Perspective of the International Legal Basis of the Peaceful Rise of China

The institution of the state or the region was initially the public institution of different states and regions,coming into being during the late Neolithic Period,after which the country system was formed. Today,contacts among different states and regions influence the cultural communication across different countries. The expansion of the country brings about safety problems and many transnational crimes and international terrorist incidents,so each country has the social demand of regional safety assurance. At the same time,geopolitics entangles the problems of different states and regions,having bad effect on the basic legal principle of the peaceful development of each country. As a result,each country shall make efforts to establish the stable communication and contact and the legal principle through consultation.
