制度质量、制度距离与中国智力回流动机

摘要：

随着中国智力回流规模的迅速扩大,制度因素对智力回流的影响问题逐渐得到重视。本文将制度因素纳入传统智力回流动机理论的分析框架,利用中国与64个国家和地区1992-2010年的智力回流数据,研究东道国制度质量、东道国与中国之间的制度距离等因素对中国智力回流动机的影响。研究结果表明,制度因素是阻碍中国智力回流的重要动机,不同发展水平东道国的制度质量对中国智力回流均具有显著的负面影响;中国智力回流存在明显的制度距离逃离现象,发达国家和地区的文化制度、法律制度和经济制度对中国智力回流均具有显著的负面影响,而不发达国家和地区的影响则不显著。加强并完善国内人才制度建设对中国吸引海外国人回国及人才国际化战略的顺利实施意义重大。
