摘要：

随着人口老龄化加剧、家庭规模小型化及女性就业率提高,儿童和老人的照顾问题已成为超越家庭范畴的社会政策议题。面对因照顾负担加大和照顾资源短缺而形成的"照顾赤字",亟需对照顾问题进行深入和系统的思考。本文首先介绍西方照顾研究的发展历程及照顾政策的国别差异,再以照顾的性质、形式、照顾者与被照顾者的关系、照顾的社会效果为主题梳理关于照顾的学术争论,最后探讨照顾研究对中国社会福利制度设计的启示。
