摘要：

以金砖四国为例,构建了PPP制度成熟度的分析框架,探究了经济发展速度和PPP制度成熟度对发展中国家基础设施PPP项目数量及实施质量的影响作用,剖析了PPP制度成熟度的各个维度对基础设施PPP项目实施质量的影响力。
