摘要：

各国技术创新政策量化比较分析问题是世界上的一个难题。通过搜集金砖国家1990—2014年683条技术创新政策构建数据库,从支持创新活动类型、支持形式、完善技术创新制度环境手段、满足创新产品需求手段、政策颁布机构以及政策出台形式等6个角度选取25个变量科学描述技术创新政策,综合运用聚类分析和因子分析方法,构建并验证了适合金砖国家技术创新政策的"政策目标—政策工具—政策执行"三维比较研究框架。据此对金砖国家技术创新政策布局进行比较,并得出一些结论。
