摘要
以信息通信技术为核心的数字技术的蓬勃发展及其广泛应用,使得人们的工作和生活更加便利、高效,数字经济也因此成为很多国家经济发展的重要方向。然而,数字鸿沟的存在却使得一些社会群体被排除在数字经济之外,无法享受数字技术带来的红利,不利于社会公平,有关数字鸿沟的学术研究也因此备受关注。本文分析了数字鸿沟的三类定义,从宏观和微观两个角度剖析了数字鸿沟的形成原因,梳理并比较了若干有代表性的数字鸿沟测度方法,阐述了数字鸿沟对经济发展、社会公平等方面的不利影响,归纳了提高经济发展水平、加强信息技术设施建设等缓解数字鸿沟的措施,最后提出了未来研究的可能方向。
