摘要：

一般认为,英国政府对于网上内容的规制采取的是自我规制模式。网络内容的规制由独立的行业协会,主要是网络观察基金会(Internet Watch Foundation,简称IWF)实施。但是有学者对英国的自我规制模式提出质疑,认为IWF不是独立的自我规制机构,而是准政府机构,其行为实质上等同于政府行为,英国对于网络实质上实施的是政府规制模式。本文拟对IWF的性质予以探讨,以进一步揭示英国网络规制模式的实质。
