逆全球化浪潮下全球留学生教育的特征、挑战与趋势

摘要
在全球化和知识经济的大背景下,留学生教育已经成为国际高等教育领域最具代表性、最为活跃的现象之一。全球范围内对人才资本的竞争日益激烈,留学生教育呈现出明显的共同特征。近年来,民粹主义、排外主义等"逆全球化"风潮愈演愈烈,在一定程度上阻碍着留学生教育发展。然而,逆全球化不是全球化进程的终结,全球范围的学生跨国流动不会停滞,留学生教育的竞争依然激烈。留学目的地国签证、安全风险、受歧视程度、就业机会、公共卫生体系等因素在留学决策的作用日益凸显。全球留学生流动多方向、多中心并存的格局逐渐显现,区域内学生流动走势日渐增强。在世界逆全球化不断涌现和复苏的民族主义兴起之时,各国和高等教育系统应反思留学生教育的目标和存在的意义,充分挖掘留学生教育在促进国际理解,促进不同文明交流互鉴中的价值。
