公共服务质量奖的兴起

摘要：
公共部门的质量奖起源于私营部门的质量奖,经历了从企业管理到政府创新再到专业化公共服务奖的三个发展阶段。本文描述国内外公共服务质量奖的兴起、沿革与现状,剖析国外四个典型的公共服务奖项——"联合国公共服务奖"、"欧洲公共部门奖"、"美国政府创新奖"、"加拿大卓越公共服务奖"的设计与实施及其经验,并指出其对我国专业性公共服务质量奖项设计与实施的可供借鉴之处。
