摘要：

治理是一种整体性治理,必须树立整体治理观。治理的整体性体现为价值理性与工具理性、规范诉求与实践诉求、全球治理与国家治理的统一与协调。全球治理与国家治理是当代中国的两大战略考量。积极参与全球治理和理性推进国家治理是当代中国的理性选择,对实现当代中国的社会转型,实现民族复兴与现代化有十分独特而重要的意义。借助全球治理深化国家治理,依托国家治理推进全球治理,是认识和把握两者互动、协调和统筹的基本思路与向度。全球治理从治理的对象、机制、理念以及利益考量方面对国家治理产生制约与影响;而国家治理体系的现代化与治理能力的提高,则能有效助推和深化全球治理。
