Enterprise groups exist widely in emerging markets and play an important role. Emerging market economies often intervene through administrative means or national plans, or even directly participate in economic activities to promote economic development. In this paper, the internal capital market is studied from the perspective of enterprise groups, and the efficiency model of enterprise capital allocation based on fuzzy clustering algorithm (FCM) is constructed. The simulation results show that, compared with the two comparative algorithms of capital allocation efficiency analysis, the accuracy of this algorithm has obvious advantages, up to 91.26%. Therefore, the efficiency model of enterprise capital allocation based on FCM and neural network is a reasonable and feasible management model. Enterprise financial management is the process of allocating enterprise capital elements, and capital elements are only one of enterprise production factors. In order to achieve low cost and high efficiency, enterprises need knowledge, capital, labor, land and other production factors to be coupled with each other to jointly complete production activities.
