摘要
The concept of citizenship has been considered inappropriate and inconvenient as a foundation for the realisation of rights and inclusion in political communities in changing global contexts. However, the work argues that the concept should not be abolished but rather updated and rehabilitated to meet current political demands and promote equality.Nationality acquisition is presented as a key instrument for democratic consolidation, allowing full inclusion in the political association of all permanent residents. An egalitarian moral foundation for the right of access to nationality is proposed, based on a cosmopolitan conception of state legitimacy and a general regime of global civic status, as well as this right is shown as a right under construction in current International Human Rights Law
