The assessment of educational possibilities of a girl or boy from birth has not always been that way. It is necessary to revise the Foundation Contract of the Kindergarten which is born as an institution that "resolved the care of the child" while the mother was working. Two key aspects need to be considered: On the one hand, it is today the girl, boy, the center of the educational scene, from the moment of his birth begins in the knowledge of the world. On the other hand, it is planned public policies that favors or inhibit the educational opportunity of all young children.
