摘要
In designing an Emergency Operations Plan, a water utility must consider the skill of its operators, the sophistication of its equipment and its size. Each plant, however, does possess many similarities in format; only the complexity varies. An outline is presented of an emergency operating plan for a water utility issued by the Texas Water Utilities Association.
