US Office of Management and Budget (OMB) Circular No. A-130, entitled the Management of Federal Information Resources, sets out a general policy framework for managing the government's vast stores of information, and for managing the technology associated with information. The 'newest' policy ground broken by the Circular deals with access to, and dissemination of, information. OMB generally views electronic collection and dissemination as holding potential for substantial efficiencies and savings to the government and the public access to government information, avoid giving private-sector contractor monopolistic control over dissemination of information and ensure that the government is not competing unfairly in the information marketplace.
