This paper explains an approach to the integration of the reliability concept into network planning with a view to the following objectives: capability of calculating the network availability with regard to the signal propagation and equipment performance; capability of forecasting the total cost of equipment through the time of exploitation; capability of choosing the most economic configuration meeting the availability requirements; choice of most reliable configuration meeting the economic requirements.
