Compliance with the Occupational Safety and Health Administration's (OSHA) hazard communication regulation will require extensive preparation. Although the paper industry, particularly pulp mills, which use hazardous chemicals on a daily basis, are better prepared to meet the two phases of compliance than are other manufacturing industries, the technical and administrative compliance burdens may pose problems. The pulp and paper industry is provided with practical suggestions for a timely, cost-effective program that will bring about compliance with the OSHA regulation. Given the amount of technical data that should be gathered and assessed prior to sharing information with employees and setting up training programs in individual plants, an orderly program is called for and needed.
