In December 1995, the Local Distribution Companies Caucus released a study exploring the emerging problem of unsubscribed natural gas pipeline capacity. The 50-page document describes the causes of capacity relinquishment on interstate natural gas pipelines, estimates the scope of the problem, explores the ramifications and implications for shippers and pipelines, and recommends policy approaches for consideration by the Federal Energy Regulatory Commission and affected stakeholders. This article presents an overview of the document.
