MODIFICATION OF THE ITU REGULATIONS (ARTICLE 9A AND APPENDIX 29) TO IMPROVE THE USE OF THE GEOSTATIONARY ORBIT.

The next general World Administrative Radio Conference will be held in 1979. Preparations are now under way for this important Conference, which will revise the ITU Radio Regulations. Specifically, the procedural aspects of Article 9A and the pre-coordination method of Appendix 29 are identified in this paper where revision seems desirable. The rationale for the revision is given and a new concept is presented to modify the present procedure and method. The modification is based on the power density concept advanced by a Working Party of ITU. This concept is assessed. It indicates how particular power density limits would improve orbit utilization. This requires that overly sensitive satellite networks would pay a penalty for being more sensitive.
