A hydrodynamic theory is derived for the Cerenkov instability of a monoenergetic, relativistic electron beam in a periodic plasma-filled waveguide. The frequencies and growth rates are found for the limiting cases of strong and weak magnetic fields. Under certain conditions the presence of a plasma can strongly influence the interaction of the beam with a periodic waveguide.
