By hydrounit modeling with double turbine regulation, the starting point should be the fact that the flow regulation through the turbine is realized by guide and runner vanes, that makes the development of the model very difficult. This work describes in detail the non-linear model of the double regulated turbine is described. To describe the non-linearity of the elements in an acceptable way, the method of non-linearization by parts has been used. As the flow and the efficiency represent a two-variable function (guide opening, position of the runner vanes), this method is increased on functions of the two variables. Special emphasis is paid to the cam modeling, and the mathematical model of the turbine governor for double water turbine regulation is described. The developed model has been tested and the results are satisfactory. Parameters needed to make the simulation have been determined on the data of HPP Dubrava, included in the Annex. The simulation results are compared with those obtained during the tests at the site, after the plant start of operation and there is a good correspondence.
