Examination of alternative statistical methods for monitoring BMP performance

EPA promulgated revised effluent limitations guidelines for the Bleached Papergrade Kraft and Soda and Papergrade Sulfite Subcategories to control discharges of priority, conventional, and non-conventional pollutants. As part of the effluent guidelines, EPA also promulgated revised Best Management Practices (BMPs) for spent pulping liquor, soap and turpentine management, spill prevention, and control. One requirement of the proposed BMPs is the establishment of a monitoring program to track BMP performance. The regulation allows mills to select their own monitoring parameters, sampling locations, and statistical methods for setting action levels. Alternative statistical approaches that can be used by mills in developing BMP monitoring program.
