摘要：
Measures taken in Russia for ensuring power supply reliability are subjected to criticism. It is noted that market conditions impose a financial responsibility on power supply enterprises for loss of power due to their fault. The concept of guaranteed power supply is introduced. All the electroreceivers are divided into two groups. The first one is supplied from mains and from own autonomous power source. To recover consumers' losses it is proposed to establish the Reliability Insurance Fund.
