H. R. 4567 places a severe strain on the US primary aluminum industry. This industry operates in a highly competitive world market, made more difficult because it pays among the highest rates for electricity in the world. The concerns of the aluminum industry are centered on the provisions of Title I, and the controls which would be imposed on electric utility boilers, as well as for aluminum plant industrial process emissions, and the proposed half mil per kilowatt hour tax. All of which will increase our cost by 15 percent. The author regards it unfair to impose such a heavy financial burden on the industry as to jeopardize its viability and the thousands of jobs it provides aluminum workers. This is the author's complete statement given before the Subcommittee on Health and Environment of the Committee on Energy and Commerce.
