URR: A NEW REPRESENTATION OF NUMBERS.

URR (Universal Representation of Real numbers) is a new scheme to internally encode real numbers in computers or other digital equipment. URR has the following characteristics: (1) It is easy to convert from an exponent and mantissa as a binary number to this form, and vice versa. (2) Overflow and underflow do not occur in practice. By using URR, 32 bit data is representable up to the number of about 10 to the 161 million-th power. (3) Data format depends not on data length but on its value, so that transmission between data with different lengths is easy.
