摘要：
In this article, a brief introduction to the billing system in the telecommunication operation support system and a summarization to the present status of the rating engine are given; Then, basing on the comprehensive analysis to the design methods and combination experience of the practices, the thought and method of a new, advanced and high-performance rating engine are provided, and the particular deign is developed. Finally, the concrete and feasible approach to carry out the rating engine is specified.
