A bilevel program for solving project scheduling problems in network level pavement management system

摘要
The staging characteristics of the decision-making process was captured and used to divide the task of project scheduling and prioritization into two processes, namely, maintenance fund allocation and project prioritization. A bi-level program was then constructed to model the decision-making process. The techniques of dynamic programming and genetic algorithm were applied to solving the bi-level model and the deficits of conventional methods were overcome as illustrated in the applications.
