摘要
China's university innovation team's achievement appraisal system should be designed based on a strategic foundation map. To implement this team's strategic management in a way that ensures high achievements, it should borrow the function and structure of a balanced scorecard. This mandates system structure being divided into 5 branches with 3 levels. Appraisal content must have a high degree of unification of financial norms and non-financial norms as well as appraisal of short-term and long-term goals. Organic unification of the university scientific research developmental strategy followed by its strategic implementation will provide a basic analytic framework to evaluate the successful formulation of China's strategy for university development. This will improve internal resources deployment as well as simplify appraisal of achievements, raising the whole innovation level at Chinese universities. The proposed system paid great attention to the indicator system's feasibility.
