Exploring the factors affecting the development of low-carbon economy and its contribution in the context of the global low-carbon economic development, has become a very important issue. In this paper, we build LMDI decomposition model and the state space model, using panel data to do empirical researches on the impact indicators of carbon emission factors. The results found that factors influencing the carbon emissions including: the energy structure, energy emissions intensity, energy efficiency, factors of economic development, technological progress, industrial structure, institutional factors. Level of economic development promotes energy conservation with the increasing trend, energy structurewith the promotion of energy conservation and the impact presenting a downward trend, technological progress with the promotion of energy conservation, and presenting a fluctuation characteristics, industrial structure promotes energy conservation, and affects the rendering in a growing trend, institutional factors promotes energy saving reduction, and the effect is gradually increased. © 2013 by CESER Publications.
