The concept of spectrum trading is discussed. Regulators are considering proposals to enable trading among radio spectrum holders. The FCC is considering spectrum leasing and permitting spectrum holding to be partitioned and disaggregated. In the U.K. spectrum trading is currently before parliament as part of its Communications bill.
