Created in 1965 as an agency of the United States government; the National Endowment for the Humanities (NEH) grew out of Congressional concern that the leadership position of the United States in the world be based on achievements in the realm of ideas and of the spirit; as well as in superior power; wealth; and technology. ''1 Reflecting these concerns; the NEH received a charge that its activities be ... designed to promote and support the production and dissemination of knowledge in the humanities; especially as it relates to the serious study and discussion of contemporary values and public issues. ''2 To better carry out its charge; the Endowment's Office of Planning and Analysis; in; 1969; began issuing Hu-manities; an illustrated six-to-ten page newsletter. Published at first only on an irregular basis; Humanities soon began to be issued bimonthly and distributed free to all individuals or institutions who placed their names on the mailing list. The intent of the newsletter was to inform the public of projects supported by the NEH and to stimulate additional grant proposals. 3 In the late 1970s the newsletter abruptly ceased publication;
