In recent years the regional government of Catalonia has invested considerably in improving and extending the Catalan road network for which it is responsible. The network's maturity together with a context of budget restrictions makes it hard to continue past infrastructure policy and requires new strategies and policies so as to shift from a model of expansion and growth to one of management and optimisation of resources, efficiency, innovation and continuous improvement of all aspects of the existing road network. To carry out this task the Catalan Directorate General for Ground Mobility Infrastructure has formulated a Strategic Plan structured in five lines of action.
