摘要
In the mode of "oil company", shale gas development enterprises have to select numerous contractors to provide service, so as to realize the development construction goal. To reduce the non-systematical risks of contractors in the process of project construction, it is necessary to strengthen the pre-stage selection of contractors and improve their capability of green construction. In order to improve the green level of shale gas development contractors and control the quality of contractors from the very beginning, this paper constructs a three-level (1-7-20) comprehensive evaluation system of green contractor for shale gas development based on the concept of green contractor, by means of literature investigation, expert interview and quantitative scoring. Then, the weight of each index is determined by means of analytical hierarchy process, and the key influential indexes are pointed out. Finally, a certain shale gas development project is taken as an example to verify the practicability and effectiveness of the comprehensive evaluation system by using the fuzzy analytical hierarchy process. And the following research results are obtained. First, the concept of green contractor is the key to the implementation of green shale gas development, and the indexes involved in the three-level comprehensive evaluation system can better reflect the pre-management requirements of green contractors. Second, the green construction technology and equipment level, the safety, health and environmental management system maturity and the technical capability growth plan and investment are the key indicators to select green contractors. In conclusion, the three-level comprehensive evaluation system of green contractors for shale gas development can better meet the requirements of on-site contractor evaluation for foresight, science and simplicity and provide a reference for the pre-stage comprehensive evaluation of green contractors. © 2021, Natural Gas Industry Journal Agency.
