Exploring the construction of China's distant-water fishing bases: Modes, challenges and prospects

In order to solve the problem of distant-water fishery development, building distant-water fishing bases has become an inevitable choice for industry development. The aim of this study is to clarify the construction mode of distant-water fishing bases and explore the challenges and prospects of construction. This study reviews the evolution of China's distant-water fishing bases construction mode by methods of content analysis and case study. The results show that the bases construction mode has undergone three stages of evolution: international mutual benefit cooperation mode (1993-2010), balanced domestic and international market mode (2011-2017), and cross-national (cross-regional) coordination mode (2018-present). Although the construction mode is increasingly optimized, it still faces challenges in terms of market access, industrial support, corporate management and environmental risks. In the future, the construction of distant-water fishing bases should overcome the barriers to market entry, improve the construction of infrastructure and industrial supporting facilities, improve the quality of talents, and reduce the uncertainty of entering the international market.
