Fostering Inclusive Management and Community Participation: Lessons from the Field

World Monuments Fund (WMF) is a leading organization dedicated to preserving the world's most cherished cultural sites. In Latin America and the Caribbean, WMF has collaborated with local communities, funders, and governments on over 186 conservation projects since the 1980s, with a strong emphasis on local partnerships and capacity building. Recognizing the importance of community involvement, inclusive management, and diverse heritage narratives, as well as the need to foster this approach in our Latin American portfolio, recent WMF projects there aim to establish models for participatory heritage conservation. Two ongoing projects where WMF is testing this approach focusing on community participation and inclusive management include Teotihuac & aacute;n in Mexico, where we aim to create the conditions for sustainable and equitable tourism development by fostering collaboration between local and institutional stakeholders. A second case study explores Rapa Nui National Park, where WMF is addressing the preservation of the endangered Mata Ngarahu petroglyphs in Orongo and empowering the Ma'u Henua Polynesian Indigenous Community in conservation efforts. These projects underscore the importance of long-term commitment, flexibility, and cultural sensitivity in promoting participatory approaches, with the need for adapting engagement strategies based on local dynamics. Lessons learned emphasize that successful implementation requires time, consistency, and alignment with local actors, particularly considering potential conflicts with institutional timing and constraints. En Am & eacute;rica Latina y el Caribe, WMF ha colaborado con comunidades locales, financiadores y gobiernos en m & aacute;s de 186 proyectos de conservaci & oacute;n desde la d & eacute;cada de 1980, con un fuerte & eacute;nfasis en asociaciones locales y el desarrollo de capacidades. Reconociendo la importancia de la participaci & oacute;n comunitaria, la gesti & oacute;n inclusiva y las diversas narrativas patrimoniales, as & iacute; como la necesidad de fomentar este enfoque en nuestra cartera latinoamericana, los proyectos recientes del WMF tienen como objetivo establecer modelos para la conservaci & oacute;n participativa del patrimonio. Dos proyectos en curso donde WMF est & aacute; probando este enfoque centrado en la participaci & oacute;n comunitaria y la gesti & oacute;n inclusiva incluyen Teotihuac & aacute;n en M & eacute;xico, donde nuestro objetivo es crear las condiciones para el desarrollo tur & iacute;stico sostenible y equitativo fomentando la colaboraci & oacute;n entre las partes interesadas locales e institucionales. Un segundo estudio del caso explora el Parque Nacional Rapa Nui, donde WMF se ocupa de la preservaci & oacute;n de los petroglifos Mata Ngarahu en peligro de extinci & oacute;n en Orongo y empodera a la comunidad ind & iacute;gena polinesia Ma'u Henua en los esfuerzos de conservaci & oacute;n. Estos proyectos subrayan la importancia del compromiso a largo plazo, la flexibilidad y la sensibilidad cultural en la promoci & oacute;n de enfoques participativos, con la necesidad de adaptar las estrategias de participaci & oacute;n basadas en las din & aacute;micas locales. Las lecciones aprendidas enfatizan que una implementaci & oacute;n exitosa requiere tiempo, coherencia y alineaci & oacute;n con los actores locales, particularmente considerando posibles conflictos con el tiempo y las limitaciones institucionales.
