Extended hydrological prediction (EHP) sub-seasonal forecast for water resources planning and management

摘要
The Extended Hydrologic Prediction (EHP) project is a forecasting system development and deployment project for three major basins of India-Yamuna, Cauvery and Narmada. The forecasts will be produced at four key locations in each basin using a 4-week horizon. Forecasts are hydrologic naturalized (deregulated) flows. Regulated forecasts will require the addition of an operations model to account for management decisions and interventions. Forecasting streamflow over a multi-week horizon has a range of benefits to improve water resources planning for flood mitigation via reservoir pre-positioning, drought planning for shortage allocation, power maximization and many other benefits demonstrated globally. EHP is a challenging project from the research side, where there are limited deployed systems across the world at this horizon, which is a chance for EHP to make a significant contribution to the forecasting community, which will bring benefits to the stakeholders of these basins, and will be a model for future similar forecasting systems in India and around the world. Le projet de prevision hydrologique etendue (EHP) est un projet de developpement et de deploiement d'un systeme de prevision pour trois grands bassins de l'Inde: les bassins de la Yamuna, de la Cauvery et de la Narmada. Les previsions seront produites a quatre endroits cles dans chaque bassin, en utilisant une duree de quatre semaines. Les previsions sont des debits hydrologiques naturalises (dereglemente). Les previsions reglees necessiteront l'ajout d'un modele d'exploitation pour tenir compte des decisions et des interventions de gestion. La prevision du debit fluvial sur une duree de plusieurs semaines presente une serie d'avantages pour ameliorer la planification des ressources en eau pour l'attenuation des inondations par le pre positionnement des reservoirs, la planification de la secheresse pour l'allocation des penuries, la maximisation de l'energie, et de nombreux autres avantages demontres a l'echelle mondiale. L'EHP est un projet ambitieux du point de vue de la recherche, car il y a peu de systemes deployes dans le monde a l'heure actuelle. Cela accorde l'occasion a l'EHP d'apporter une contribution significative a la communaute des previsions, ce qui apportera des avantages aux parties prenantes de ces bassins et servira de modele aux systemes futurs de prevision similaires en Inde et dans le monde.
