Combined with the actual operation characteristics of the trains, analysis the limitation of traditionalOptimization theory of freight train formation plan that "if the reclassification operation is not carried out when a train passing through a yard, there must be non-classification operation", the operation modes of trains at a yard were summarized. Based on the traditional assumption and considering the impact of locomotive routing on the non-classification train, a bi-level programming model was constructed that comprehensively considered the non-classification and reclassification operation for freight train formation plan. Combined with the characteristics of the model, the simulated annealing algorithm was used to solve the model. A case study was conducted with the Beijing-Shanghai Railway as the background. The results show that the train formation plan obtained by the new model effectively filters the unreasonable train services of the traditional model, and the total cost of traffic flow obtained by the new model is less than the result obtained by the traditional model. © 2021, Department of Journal of the China Railway Society.
