A three-layer control system that can aggregate large-scale air conditioning loads (ACLs) to achieve virtual peak shaving was proposed. In the load layer, an ACL probability control method was designed based on a semi-Markov process to ensure ACL's lock time and status diversity. Then, the coupling model between ACL's physical and control process was built based on the hybrid system model to realize ACLs' autonomous control. In the load aggregators (LAs) layer, a coordination control method was proposed based on the market equilibrium mechanism to aggregate ACLs as a virtual peak shaving unit, while effectively protecting users' data privacy and reducing communication cost. In addition, the LAs can also provide information including bidding curve and peak shaving capacity like conventional units to participate in the grid layer's optimization process. Finally, this paper verifies the system's effectiveness in tracking accuracy, peak shaving cost and users' comfort by a simulation case including 50000 ACLs. © 2019 Chin. Soc. for Elec. Eng.
