摘要
This work is the result of the dissertation under the guidance of Dr. Luiz Renato Pequeno and Dr. Clelia Lustosa. What are the similarities of the entrepreneurial character of planning with the mega-events and their consequences in the urban area of Fortaleza? Through field work, following the construction of the projects planned for the 2014 World Cup and the analysis of existing urban instruments in Fortaleza, mainly the zoning political, we tried to see if there was obedience to the planning by the projects linked to the world cup. Visualized that government agents seeking an image of modern Fortaleza that offers opportunities for business corporations and entrepreneurs. However, the find of that image makes Fortaleza is a city run by specific projects, facing an exogenous logic aside your planning which in essence could help address the demands of the population of Fortaleza, especially the poorest.
