THE ETHICAL MANAGEMENT AND THE ENVIRONMENT IN THE PUBLIC ADMINISTRATION: AN ETHICAL OR MORAL PROBLEM

In the frame of the current worries concerning(around) the reform and the administrative modernization, the ethics of the public function, special cobra importance, especially regarding his conscious interiorizacion on the part of concrete persons who exercise decision-making functions in the organizations of the public area. The theoretical sustenance is based on the contents of Martin (2003), Martinez (2000), Conill (1998), Jozami (1999), between others, being realized under a symbolic interpretive approach, across a qualitative methodology, type descriptive and not experimental design, by means of a documentary analysis. In the public function it is observed, the need to integrate the values of the democratic living together with the institutional values. This way, in the frame of an ethics of the public administration, the democratic values shape the axis of the latter and turn into an offer orientadora, for the attainment of the common good.
