摘要
According to the 1974 Constitution, Bosnia and Herzegovina had been a state of developed parliamentary democracy and had achieved a great progress in building a state of law, democracy and human rights protection. After the end of the war in BiH (1992-1995), by signing the General Framework Agreement for Peace in BiH (1995), the Republic of BiH found itself non-compliant with all the conditions for accession to the European Union, or even the Council of Europe. Therefore, a constitutional reform along the lines of the Council of Europe's resolutions - in particular, the Resolution 1513 (2006) - is urgently required to enable the state of BiH to meet its obligations towards the Council of Europe and the international community and thus achieve all the results that are expected of a full member of the European Union.
