摘要：
Harmonization of the various global patent offices promises a bright future for innovation and technology, but it also requires a lot of planning and programming to ensure that it is realized. One major barrier in global harmonization is the lack of a standardized system for measuring patent quality. The USPTO's planned switch to the Cooperative Patent Classification scheme takes a big step in harmonization by implementing a common classification system.
