Chile has experienced important successes, and several serious mistakes, as the country struggles with the telecommunications revolution. Deregulation in Chile began in the late '70s, during which period the subscriber terminal market was opened. This allowed competition in the terminal equipment market. Other substantial steps have included the decision to grant subscribers certain rights on the telephone line and authorization for third parties to make installations of terminal equipment. As to the Chilean privatization process, it is evident that privatization has followed the government's subsidiary principle adopted in 1974 as one of the country's most important guidelines of its economic philosophy. In 1980, the principle was incorporated into the Political Constitution and all the sector policies, including the telecommunication National Policy and corresponding laws. © 1994 IEEE
