Long-term Liability for Geological Carbon Storage in the European Union

Long-term liability for carbon capture and storage (CCS) is highly debated and is seen as one of the core issues for regulators to deal with. Especially in the United States, considerable information is available on existing liabilities and the way in which the regulators should address the issue. This article addresses these liability issues in the European Union (EU). It aims to provide regulators with information on the options that are available in managing long-term liability and the considerations that should be taken into account in designing the regulatory framework.
