摘要：

This work was carried of in order to build and collectively adopt an Agenda Prospective for custom software development tin Colombia, by the year 2019 - 2023 through a process of reflection, consultation and implementation of prospective tools. In this study it was necessary to analyze the behavior of the software industry in Colombia, since it is relatively recent, but "the country has the opportunity to capture a growing share of the market for Information Technology (IT) if committed to a program long-term sectoral allows eliminate significant barriers" (Ministerio de Industria y Comercio, Colombia, 2008). Currently there is a ministry of ICT, who is promoting new strategies for strengthening. For the development of this work were used methodological tools looking through times when analyzed: diagnosis of the situation, the stakeholders and review of trends in the field. The tools selected were: Delphi method, IGO matrix structural analysis, morphological analysis method and method of scenarios.
