In summary, implementation of the Shared Base Management/Shared Decision Making program in Dade County has been a bold venture. The emulation of the program by other school districts nationwide attests to the program's appeal and high potential. With a few exceptions, the general morale and climate at the schools surveyed was very good. There was no notable difference in this respect between schools in Pilots I and II and those considering entry into Pilot III. Belief in the leadership of the superintendent and restructuring was expressed many times by both teachers and principals. However, it was also obvious by the responses to the survey that there are some short-term problems with the program. Most of these have to do with in-service training, which needs to be done not only at an introductory level but also at an advanced level, and on a continuing basis. One frequently mentioned in- service need concerned financial management and budgeting. As the district interim evaluation noted, there is a need to do some sorting out of, or concentrating on, a few areas that appear to have the most potential in increasing student performance and achievement. © 1991, Sage Publications.
